Unfortunately promocodes can be created only for US AppStore.
But you can create AppStore account (and select your country as USA) without credit card or paypal. iTunes perfectly supports several accounts (it's ok for them to belong to different countries). That's how AppStore promo codes work..

thank you for your posting. I did a lot of testing with your app just to check the traffic of some apps (i.e. mail in background).
Maybe the error is mine, but don't know which: package size is 10 Kb, that can't be the problem. As far as i remember DM showed up >60 MB used, the build in usage counter >50 MB (incoming and outgoing added
) and the bill said 51,X.
But well, i see: Same source, same result.
I'll give it another try to see, what went wrong.

One of Download Meter's developers is here. Sorry for using English here, I don't know Deutsch that good to use it, I hope you can understand me.
As for counter values being wrong by 20% - are you comparing traffic in proper direction? May be your operator charges you for Incoming traffic only, while your counter displays incoming+outgoing traffic. JUST TAP on a counter to see incoming/outgoing/incoming+outgoing traffic. Please let us know whether it was the case!
Also your Operator can round GPRS sessions to some amount (e.g. 100Kb) - iphone is not aware of that rounding, so the counter values can be wrong due to that rounding made by your operator. But the difference shouldn't be big.
How Download Meter works: it fetches data from same source as Settings->Usage(with one caveat), so it should show same amounts; it also means there is no need to run Download Meter in background.
